eMarketplace
eMarketplace is the State of Delaware’s centralized shopping platform for Central Contracts awarded through Government Support Services (GSS).
It provides a single, secure location for agencies to search, compare, and purchase goods and services from approved State contract suppliers.
Enablement Types
Suppliers awarded under GSS-administered contracts are gradually enabled in eMarketplace through one of the following methods. Each enablement type determines how buyers interact with the contract.
- Catalog
Contracts that include products or materials are enabled for online ordering through a Hosted Catalog or Level 2 Punchout Catalog, depending on supplier capabilities.
Buyer Experience:
- Browse products directly in eMarketplace
- Add items to your cart
- Complete checkout through the integrated approval workflow
Examples: Office supplies, janitorial products, hardware, and safety equipment
- Request for Quote (RFQ)
Contracts that are primarily service-based or contain configurable product offerings are enabled using the Request for Quote (RFQ) functionality.
Buyer Experience:
- Submit a request for services or customized products to enabled contract suppliers
- Receive and compare supplier responses within eMarketplace
- Select the preferred supplier and complete the purchase centrally
Examples: Equipment rentals, translation services, and printing
- Informational
Contracts requiring direct supplier engagement or involving authorized resellers are uploaded with contract details only.
Purchases under these contracts occur through other means (e.g., phone, email, or in-person).
Examples: Specialized consulting or equipment purchased through authorized resellers
Shopping Made Simple
Regardless of enablement type, all State shoppers can use the "Shop at the Top" search bar to begin their purchasing process.
The search automatically returns the appropriate results for each contract type:
- Catalog Contracts – Return individual products ready for cart addition and checkout
- RFQ Contracts – Return the contract record, allowing shoppers to initiate and submit a quote request to participating suppliers
- Informational Contracts – Return contract details and supplier contact information for follow-up outside of eMarketplace
This unified search ensures buyers can find all contract options in one place, whether purchasing directly, requesting quotes, or contacting suppliers for more complex needs.
Access and Security
For security purposes, all users access eMarketplace through the State’s Single Sign-On (SSO) system.
